Prior to 1992, nuclear fuel enrichment was done by the US governement. The Energy Policy Act of 1992 (EPAct) created the United States Enrichment Corporation (USEC), now USEC Inc., a wholly owned Government corporation. On April 26, 1996, the USEC Privatization Act (Public Law 104-134) was signed into law. On July 25, 1997, President Clinton approved initiation of USEC privatization. USEC privatization was completed on July 28, 1998, through an initial public offering of stock and USEC officially changed its name to USEC Inc. Read More.

There has been only one documented case so far of spent fuel DU being included in military weapons and one assumes this was accidental since spent fuel is "hot" with fission byproducts and extremely dangerous. No reasonable person would deliberately include spent fuel DU in weapons unless there was the intention of severely contaminating the territory and our own soldiers - but then no reasonable person would use DU from fuel refining either so what can we say?)
